We have compiled pertinent government documents outlining years of corruption by disgraced former Supervisor Andrew Do.
Even before she was sworn in, Supervisor Janet Nguyen worked to hold Do accountable for his crimes. She has been focused on uncovering all wrongdoing, seeking justice for all victims of Do and his accomplices and returning money stolen from the County of Orange to the First District.
Do’s bribery scheme cost the County more than $10 million, as funds earmarked for COVID relief were funneled to co-conspirators who didn’t carry out contracted duties. Most notably, this included feeding needy homebound seniors and constructing a Vietnam War veteran’s memorial. Others were victimized as well, as Do hired companies to perform services for the First District that were never reimbursed. Do has been sentenced to 5 years in prison and will turn himself in on Aug. 15, 2025 to be transported to prison.

Andrew Do restitution hearing
The County of Orange was in federal court fighting to recover $10 million in funds misappropriated by Do. US District Court Judge James Selna awarded $878,230. Supervisor Janet Nguyen issued the following statement:
“I’m disappointed in the judge’s ruling, however there is a process to obtain $5 million in funds seized from bank accounts and the sales of homes belonging to Andrew Do’s daughter and businesses associated with his scheme. We will work with the US Attorney to obtain these funds to return back to the residents he stole from.”

360 COVID Clinic, which contracted with the County during the onset of COVID, was revealed during an audit to have possible fraudulent billing practices. Do spearheaded awarding the operators its lucrative contract.

Federal prosecutors indicted Peter Anh Pham for bribing Do and embezzling approximately $12 million in pandemic relief. He is accused of using the nonprofit as a front to pocket taxpayer money.
